Fraud Alert – CNP Fraud and Social Engineering

ARC recently identified an increase of card-not-present (CNP) fraud. The fraudster claims to be from, or have affiliation with, the local chamber of commerce. Claims of being with a local university and in need of travel due to a family emergency have also been identified. ARC would like to inform the travel agency community of these ongoing schemes and recommends that agents be especially on guard for all forms of fraud during the holiday period. ARC Automated Ticket and Boarding Pass Usage Fee to Increase

Effective January 2, 2019, the ARC automated ticket and boarding pass (ATB) usage fee will increase to $69.00 per box of 1,000 coupons, up from $54.00 in 2018. This increase is a direct result of a dramatic decline in ATB stock usage, which in turn caused a proportional increase in the cost of printing new ATB quantities.

The current document handling fee will remain $8.13 for ATB ticketing products and $7.50 for all other non-ticketing products.

The drop in ATB usage is attributed to the June 1, 2018, elimination of paper airline tickets and the resulting removal of all print requirements for electronic tickets (ETs) and electronic miscellaneous documents (EMDs). Because electronic documents do not require printed coupons, their associated accounting support documents are now obsolete. These ET/EMD support documents included the charge form, auditor coupon, agent coupon and passenger receipt.

It’s important to note that the only documents still requiring the use of ATB stock are automated miscellaneous charges orders (auto MCOs). The auto MCO is the last remaining ARC paper document, and its exchange value coupon and passenger receipt must continue to be printed on paper ATB stock per industry resolution.


2019 ARC Annual Agent Fees

The 2019 annual agent location fee of $225.00 will be collected for each agency office location via electronic draft from the designated bank account on January 24, 2019. It will appear on bank statements as "ARC Core Participation Fee."

A separate draft of $225.00 will be issued for each active agency branch location on record as of January 5, 2019. For consolidated drafting agents, only one draft will be assessed for all ARC-approved locations.


Tip of the Week: IAR Auto-Populating Partial Exchanges

Although the Interactive Agent Reporting (IAR) system stores the value of all settled tickets, it does not assess the value of each coupon. This means that partial exchanges not issued using a GDS automatic re-pricing tool require agents to enter the unused old base fare, tax breakdown and the old total in IAR.
Here's how to prompt IAR to populate the tax breakout entries on partial exchanges:

  1. On the “Exchange Support” page, enter the full total amount of the original sale in the “Old Total” box (third field down in the left column).
  2. Click the Next button (to the right of the ET button). IAR will populate the old fare and tax breakdown. Those values and taxes can then be modified as needed by inputting the valid ESAC code and penalty amount (if applicable). Click the Next button.
  3. If the unused partial exchange value is less than the full original value, enter the lesser amount in the “Old Total” field and IAR will populate all of the original tax codes from the original sale. Then enter the appropriate unused fare and tax amounts.
  4. If anything has been typed in any field other than the “Old Total” box, IAR might be unable to auto-fill the tax breakdown. If so, remove and re-attach the old document on the “Financial Details” page. Enter the old total amount in the “Old Total” box and click Next. IAR will complete the tax breakdown and auto-fill process as previously described.
